Fitzgerald explains a behavioral model based on theoretical constructs
associated with the decision to comply with policies and procedures, and how
change management frameworks can be used to leverage factors in the model to
increase compliance. The elements of awareness, deterrence, organizational
commitment, protection motivation, and decision justification, and how these
constructs fit together and affect the compliance decision process are
explained. Understanding how individuals respond to requests to comply with
policies and procedures can enable organizations to create more effective
education, training, and awareness programs that decrease the risk of legal
violations, data breaches, or process failures.
